Members Present: MG Matthew Strub (The Adjutant General), Supt. Timothy Carnahan (DOT-WSP), Chief David Erwin (DOA-Capitol Police), Natalie Easterday (DHS), Shane Goss (DNR), Greg Engle (DMA-WEM), Jacob Jansky (DOJ-DCI), Aileen Switzer (DATCP), Trina Zanow (DOA-DET), Kevin Bierce (WI State Fire Chiefs), Meagan Wolfe (WEC).

Members Absent: Chief James Olson (Chiefs of Police), Sheriff Mark Podoll (Badger State Sheriffs), Melissa Roberts (DOC), Kara Pennoyer (PSC), Chief Jeffrey Norman (MPD).

    1. MG Strub welcomed all attendees at 9:04 AM.
  2. Presentation of the Counterdrug Excellence award
    1. Counterdrug Excellence award was presented to SGT Brehm by MG Strub alongside COL Felician in recognition for establishing a formal partnership with the Wisconsin Counterdrug Program.
  3. Call to order/roll call
    1. Roll call was taken, and a quorum was present.
  4. Review and approval of the July 8, 2025, open session meeting minutes
    1. Motion to approve the minutes by Greg Engle and second by Shane Goss.

    1. Governorโ€™s office โ€“ Mel Barnes
      1. Discussed award notification for federal grants and pending approval by the Federal Emergency Management Agency (FEMA).
      2. Voted for remaining federal fiscal year funds.
      3. Approved state agencyโ€™s request for fiscal year.
    2. DMA-WEM โ€“ Greg Engle
      1. Reported that flooding occurred on August 9, 2025. The Wisconsin State Emergency Operations Center (SEOC) was activated for two weeks. The state incident management team (IMT) was also deployed. $33 million was validated for residential damages and $43 million in the public sector being validated this week. A disaster declaration request was sent to FEMA on August 27, 2025. WEM is continuing to work with volunteer organizations in communities. Discussed partner efforts.
    3. DNRโ€“ Shane Goss
      1. Reported that a do not drink order was issued in Williams Bay last week. WEM and DHS worked together to provide water. The order has since been lifted.
      2. Discussed moving into fall fire season. Forestry houses most of DNRโ€™s resources. The tempo picks up in the fall.
    4. DHS โ€“ Natalie Easterday
      1. Reported that DHS is still handling measles outbreak within local areas.
    5. Strategic partners
      1. No updates provided.
  6. Wisconsin National Guard (WING) counterdrug assets
    1. Presentation by COL Felician. Discussed the Wisconsin Counterdrug Program, including funding, partnerships, assets available, and the program initiatives.
  7. Emergency preparedness grants update/impact
    1. Presentation by Caitlin Snyder Worth. Shared updates and impacts on the emergency preparedness grants discussing changes in the grant terms and conditions that must be reviewed before accepting awards and the difficulties with the truncated application period.
  8. Set the date, time, and place of the next meeting
    1. Confirmed the upcoming meetings that will begin at 9:00 AM.
