Members Present: MG Matthew Strub (The Adjutant General), Chief David Erwin (DOA-Capitol Police), Natalie Easterday (DHS), Shane Goss (DNR), Jacob Jansky (DOJ-DCI), Trina Zanow (DOA-DET), Chief James Olson (Chiefs of Police), Sheriff Mark Podoll (Badger State Sheriffs), Meagan Wolfe (WEC).

Members Absent: Supt. Timothy Carnahan (DOT-WSP), Aileen Switzer (DATCP), Greg Engle (DMA-WEM), Kara Pennoyer (PSC), Kevin Bierce (WI State Fire Chiefs), Jacob Cirian (DOC), Chief Jeffrey Norman (MPD).

    1. The meeting was called to order at 9:00 AM.
    2. Roll call was taken, and a quorum was present.
  2. Opening remarks
    1. MG Strub welcomed all attendees and shared anyone interested in presenting at a future meeting should contact morgan.brandenburg@widma.gov
  3. Review and approval of the January 13, 2026, open session meeting minutes
    1. Motion to approve the minutes by Sheriff Mark Podoll and second by Jacob Jansky.
    2. Motion carried.
  4. Council member, Council subcommittee/working group, and strategic partners update
    1. DOA
      1. April 7-8 is cyber security summit in Appleton – registration still open, great line-up of speakers,
    2. DCI
      1. backfilling vacancies, three director vacancies which will allow upward movement, will update group once positions are full
    3. WEM
      1. Homeland Security Grant Program (SHSP and UASI)
        1. Deadline to accept award extended to March 27.
        2. With FEMA shut down, can’t access grants management system to accept award.
      2. State and Local Cybersecurity Grant Program
        1. FFY 2022:
          1. > $800k paid out of ~ $3 million
          2. Period of Performance ends 8/31/2026
        2. FFY 2023, round one:
          1. 70 of 80 award letters sent; waiting on corrections/responses from remaining 10
        3. FFY 2023, round two:
          1. 122 applications for $6.5 million; $2.2 million available
          2. Scoring underway
          3. Period of Performance ends 8/31/2027
        4. With FEMA shutdown, can’t access grants management system to request approval of subgrants
        5. Other impacts of FEMA’s shutdown:
          1. WEM’s FEMA FIT lead is on furlough
          2. Meetings with FEMA cancelled
          3. Training website down
    4. DNR
      1. supporting DATCP in HPAI response at three major farms in the state – 4.4 million egg laying chickens. Also looking down the barrel of fire season, with likely upcoming strained resources
  5. Set the date, time, and place of the next meeting
    1. Confirmed the upcoming meetings that will begin at 9:00 AM.
      1. May 12, 2026

      3. September 8, 2026
      4. November 10, 2026
  6. Adjourn open session to go into closed session
    1. Motion to move into closed session pursuant to Wis. Stat. § 19.85(1)(d) by Trina Zanow and second by Chief Erwin.
    2. Motion carried.
    3. The Council began closed session at 9:09 AM.

Motion to return to open session to act on items discussed in closed session by Chief Erwin and second by Megan Wolfe. Motion carried.
