OPEN SESSION MEETING MINUTES – Homeland Security Council

Members Present: MG Matthew Strub (The Adjutant General), Supt. Timothy Carnahan (DOT-WSP), Chief David Erwin (DOA-Capitol Police), Natalie Easterday (DHS), Shane Goss (DNR), Greg Engle (DMA-WEM), Trina Zanow (DOA-DET), Chief James Olson (Chiefs of Police), Sheriff Mark Podoll (Badger State Sheriffs), Kevin Bierce (WI State Fire Chiefs), Melissa Roberts (DOC).

Members Absent: Jacob Jansky (DOJ-DCI), Aileen Switzer (DATCP), Meagan Wolfe (WEC), Kara Pennoyer (PSC), Chief Jeffrey Norman (MPD).

Alternates Present: Marshall Ogren (DOJ-DCI), Lisa Broderick (DATCP), Robert Kehoe (WEC), Eric Esser (PSC), Lt. Steven Stelter (MPD).

    1. Roll call was taken, and a quorum was present.

    1. MG Strub welcomed all attendees at 9:01 AM.
  3. Review and approval of the September 9, 2025, open session meeting minutes
    1. Motion to approve the minutes by Sheriff Mark Podoll and second by Greg Engle.
    2. Motion carried.
  4. Agency update from each Council member and strategic partners
    1. DOA-DET – Trina Zanow
      1. Reported that Cyber Volunteering Day occurred on October 23, 2025. Trina Zanow was a speaker at the event and showcased Wisconsin’s efforts to other states.
    2. Chiefs of Police – Chief James Olson
      1. Reported that a winter conference will be held in the Wisconsin Dells and will discuss mass casualty events.
    3. DOJ-DCI – Marshall Ogren
      1. Reported that Drug Take Back Day occurred on October 25, 2025. Wisconsin led the nation collecting 53,498 pounds of unwanted medication.
    4. WEC – Robert Kehoe
      1. Reported the WEC 2026 calendar election cycle begins next month and is during the time when candidates begin submitting their election papers.
    5. DMA-WEM – Greg Engle
      1. Reported it is the last day that disaster survivors in Wisconsin can apply for Federal Emergency Management Agency (FEMA) assistance due to the flooding that occurred back in August. Wisconsin Emergency Management (WEM) and FEMA partners provided assistance to approximately 30,000 households. Recovery is expected to continue.
    6. DOT-WSP – Supt. Timothy Carnahan
      1. Reported monthly trends in cyber threats and the increase in sophistication particularly in Artificial Intelligence (AI). Discussed a conference in Denver that differentiates between good and bad AI.
      2. Reported that both the conventional and lateral classes are graduating next week.
    7. DATCP – Lisa Broderick
      1. Provided an update on Avian influenza.
    8. Strategic partners
      1. No updates provided.

    1. Confirmed the upcoming meetings that will begin at 9:00 AM.

    1. Motion to move into closed session pursuant to Wis. Stat. § 19.85(1)(d) by Trina Zanow and second by Chief David Erwin.

Motion to return to open session to act on items discussed in closed session by Greg Engle and second by Chief James Olson. Motion carried.
