Open Session Meeting Minutes – Homeland Security Council

Members Present: MG Matthew Strub (The Adjutant General), Chief David Erwin (DOA-Capitol Police), Natalie Easterday (DHS), Shane Goss (DNR), Greg Engle (DMA-WEM), Jacob Jansky (DOJ- DCI), Kelly Smithback (DATCP), Trina Zanow (DOA-DET), Sheriff Mark Podoll (Badger State Sheriffs), Kevin Bierce (WI State Fire Chiefs), Melissa Roberts (DOC), Meagan Wolfe (WEC), Kara Pennoyer (PSC), Chief Jeffrey Norman (MPD).

Members Absent: Supt. Timothy Carnahan (DOT-WSP), Chief James Olson (Chiefs of Police).

Alternates Present: Col. David Fish (DOT-WSP), Marshall Ogren (DOJ-DCI), Chief Brian Chaney (Chiefs of Police).

   1. The meeting was called to order at 9:00 AM.

   1. MG Strub thanked members for continuing their service.

   1. Motion to approve the minutes by Mr. Podoll and second by Mr. Fish.

4. Agency and strategic partner updates
   1. DOA-DET – Ms. Zanow
      1. Announced Bill Brinkley as the new Chief Information Security Officer who will be attending the next meeting.
      2. Reported the Governor’s Cyber Security Summit was postponed from the Fall to the Spring and will be held on April 7-8, 2026, in Appleton, Wisconsin.
   2. PSC – Ms. Pennoyer
      1. Reported that there have been record breaking electric outages across the state and likely to continue.
   3. Chiefs of Police – Mr. Chaney
      1. Thanked everyone, including those in the fusion center, for supporting local municipalities.
   4. DOJ-DCI – Mr. Jansky
      1. Introduced himself as the new Administrator for DCI since March 2025.
   5. MPD – Mr. Norman
      1. Thanked MG Strub for his condolences. Funeral for the police officer who was killed in the line of duty will be held on July 11, 2025.
   6. DATCP – Ms. Smithback
      1. Ms. Smithback announced her retirement from DATCP.
   7. Strategic partners
      1. Introduction of the new members at the United States Attorney’s Office.

   1. Confirmed the upcoming meetings that will begin at 9:00 AM.
