Members Present: MG Matthew Strub (The Adjutant General), Chief David Erwin (DOA-Capitol Police), Shane Goss (DNR), Greg Engle (DMA-WEM), Jacob Jansky (DOJ-DCI), Aileen Switzer (DATCP), Trina Zanow (DOA-DET), Chief James Olson (Chiefs of Police), Sheriff Mark Podoll (Badger State Sheriffs), Melissa Roberts (DOC), Meagan Wolfe (WEC), Kara Pennoyer (PSC), Chief Jeffrey Norman (MPD).

Members Absent: Supt. Timothy Carnahan (DOT-WSP), Natalie Easterday (DHS), Kevin Bierce (WI State Fire Chiefs).

Alternates Present: Col. David Fish (DOT-WSP), Rob Goplin (WI State Fire Chiefs).

    1. The meeting was called to order at 9:00 AM.
    2. Roll call was taken, and a quorum was present.

    1. MG Strub welcomed all attendees.
  3. Review and approval of the November 12, 2025, open session meeting minutes
    1. Motion to approve the minutes by Sheriff Mark Podoll and second by Chief David Erwin.
    2. Motion carried.
  4. Council member, Council subcommittee/working group, and strategic partners update
    1. DOA-DET – Trina Zanow
      1. Provided a reminder of the Cyber Security Summit occurring on April 7, 2026, and April 8, 2026. The meeting agenda is being prepared, and further details will be communicated in the future.
    2. WEC – Meagan Wolfe
      1. Reported the start of the 2026 election season cycle. Nomination for the candidates spring papers due last week. Judicial candidates and officers can now withhold information. This is the first election for this protection.
    3. Interagency Working Group – Ruhamah Bauman
      1. Threat and Hazard Identification and Risk Assessment
    4. Critical Infrastructure Working Group
      1. Reported February 20, 2026, meeting with electric and gas partnerships to set biannual objectives and goals.
    5. DHS-CISA – John Busch
      1. Reported spring workshop with DNR, WEM, and CISA to continue planning for dam safety.
      2. Regional engagements with county and regional emergency managers across state to share resources
      3. Reported upcoming Midwest Hydro Users Group (MHUG) conference in the Spring
      4. Reported CISA annual event in March 2026 held in D.C.
      5. Securing public gathering workshops in Green Bay and Milwaukee with the FBI, WEM and other state and local partners
  5. FY25 Homeland Security Grant update
    1. Presentation by Caitlin Snyder Worth
  6. Set the date, time, and place of the next meeting
    1. Confirmed the upcoming meetings that will begin at 9:00 AM.
